You need to apply for transcripts to the governing body which issues your degree to you.

I am from a private engineering college where SPPU was the university issuing the degree to me. Hence, I applied to SPPU for transcripts.

Similarly, ask your college where to apply for official transcripts. In most cases it will be the university.
